Informatica Trentina as an innovation tool  

Trentino as a Lab  Innovation as the way of being, thinking and evolving

 

Trentino as a Lab's (TasLab) objective is to promote user-driven innovation in Trentino's public administration, through innovative projects to be implemented in collaboration with ICT companies and regional research centers.

 

Upon the recommendation of the autonomous Province of Trento, the TasLab initiative is coordinated by the Innovation Division of Informatica Trentina.

 

TasLab is a founding member of the European Network of Living Labs, the European network of reference for user-driven innovative laboratories.

 

 

The Trentino as a Lab Model

 

TasLab's main objective is in the valorization of research results (typically prototypes which focus on technological aspects), to finalize them for public administration services, where there is an attractive potential for application.

 

The Innovation Division of Informatica Trentina plays the role of catalyst in the regional innovation network.

 

The network is able to generate value for the region in terms of:

 

-       innovative evolution of services for public administration, according to users' needs

-       capitalization of the research activities' results through user trials

-       businesses acquisition of skills and know-how from research centers, resulting in increased competitiveness in local business

 

This activity requires a continuous monitoring of trends in local, national and international research and the creation of trial projects in collaboration with research centers, to test the feasibility of trial results in respect to the service for public administration.

The TasLab Platform 

A meeting point for knowledge on Trentino's innovation network 

 

A web platform that facilitates the transfer of knowledge between business, research, and public users. Thanks to web 2.0 tools and semantic research, innovation actors have a tool at their disposal for knowledge matching and collaboration. It offers a selection of news, events and financing opportunities of potential interest to the network.

 

The Trentino’s innovation network has a presence on major social networks (Facebook, Twitter, LinkedIn).

 

 

 

 

Pre-Commercial Procurement 

A new generation of public tools in promoting innovation 

 

Pre-Commercial Procurement (PCP), a process promoted by the European Commission to increase public administration's investment in service innovation, contributes to increasing the competitiveness of research centers and above all, of companies.

Pre-commercial procurements encourage companies and research facilities to participate starting from the upstream phases of the services' innovation process. In this way, the propensity for R&D investment is increased and strategic partnerships between business and research are encouraged, with the end result to generate more innovative services in the area.

 

In this context there is an active collaboration with Trento RISE, the Trentino Research, Innovation and Education System, to develop and apply the process in the Trentino region.

 

 

Support for the development of cluster groups 

Partnerships and collaborative groups to share knowledge 

 

Trentino as a Lab supports the emergence of cluster and collaborative groups focused on a particular sector.

Some recent examples are the Semantic Valley Consortium (focused on semantic technologies), the health services cluster group (which later became the "Health Innovation Hub" consortium) and the working group Trentino Open Data, in which companies, research centers and public administration participate.

 

 

Partners

 

The innovation network involves 40 of the most innovative companies in the area, 9 ICT research centers and 20 of Trentino's public administration Departments / Services for a total of more than 100 organizations involved.

The objective is to establish a permanent collaborative entity, encouraging the matching of their competences and using them as a catalyst in the innovation of public administration services.

TasLab established relationships with different networks and living labs on a national as well as international scale, among which are Italian Platform Future Internet, VINNOVA, iBBT, Maputo Living Lab, and Ontology Matching.

Projects

 

TasLab's projects constitute the main method in which public-private partnerships take place, as well as the convergence between the three innovation actors (triple helix) and all have the user-centric approach as a common denominator.

 

TasLab is involved in European projects, innovative projects (both incremental and discontinuous) and system designs. The results of various pilots are disseminated through scientific publications, increasing the recognition and contact opportunities with audiences of interest.

 

The following are Trentino as a Lab's main projects that are currently in progress.

 

 

i-SCOPE 

Interoperable Smart City Services through an Open Platform for Urban Ecosystems 

 

The project includes the development and validation of services for "smart cities" based on interoperable tridimensional models on an urban scale. The three application areas are: greater inclusion and mobility of visually impaired and disabled persons thanks to services that provide information about optimal alternative routes, solar energy efficiency optimization through services able to provide an accurate outflow assessment and the possible exploitation of potential solar energy on a per-building level, and mapping services of the areas most exposed to sources of noise pollution, based on data provided directly by citizens who behave as "sensors" through their smartphones.

Status: Beginning of the trial phase

Actors Involved: the project is coordinated by the Fondazione GraphiTech. The Innovation Division of Informatica Trentina is responsible for the organization of i-SCOPE's pilot in the Trentino region. The project includes the participation of more than 20 European partners. In Trentino, different departments and services of the Province of Trento will participate, including: the Energy Provincial Agency (APE), the Environmental Protection Provincial Agency (APPA), the Provincial Service for Social and Housing Policies, the Provincial Road Management Service, the City Plan and Landscape Protection Provincial Service, the Land Registry Provincial Service, and various local authorities: Trento, Ala and Cles Municipalities, Non and Sole Valley Communities; various stakeholders, including: Handicrea and GSH Cooperative companies.

CentraLab 

Central European Living Lab for Territorial Innovation 

 

CentraLab is a European project with the goal of turning Central Europe into a broad-reaching laboratory for innovation, including the social and organisational as well as technological dimensions. The project consists of ten different pilot initiatives. The pilot coordinated by TasLab takes place in the Trentino area and aims to significantly reduce energy consumption connected to public lighting through the adoption of pervasive and intelligent lighting systems in the cities that constitute the Mountain Catch Basins (BIM) Consortium.

Status: Beginning of the trial phase

Actors Involved: the Municipality of Campodenno, Mountain Catch Basins (BIM) Consortium, Trentino's Municipalities Consortium, the Sole Valley Community, and CREATE-NET. The Innovation Division of Informatica Trentina is responsible for the organization of the trial phase.

Semantic Geo-Catalogue 

A tool to innovate services based on geographical information through open and linkable data via semantic technologies 

 

The project aims to create a web-based tool to expand the portfolio of services on the Trentino Geocartographic Portal («Portale Geocartografico Trentino»). The Semantic Geo-Catalogue offers a standard mechanism to classify, describe, and search for (also at the conceptual level) information related to geo-data and geo-services. Some potential benefits to end-users are improved accuracy of geo-information research results (therefore the ability to make better decisions), and progress towards knowledge society, e.g. development of a culture utilizing geo-information in everyday life.

Taxpayer's Knowledge Base  

For updated and efficient taxation 

 

The Taxpayer Knowledge Base («Base di Conoscenza del Contribuente») project is aimed at the practical creation of an applied service limited to a few municipalities, developed in such a way as to be made available to verifying officials in their daily operations.

The project uses the results of the OKKAM research project to allow Trentino Riscossioni (the system company which manages tax and capital revenues in Trentino) to simplify the process of gathering information on taxpayers from various data sources, significantly increasing the effectiveness and efficiency of the tax assessment process.

World War I Routes 

Valorization of Trentino's cultural heritage related to the paths along the forts built during the first World War 

 

The objective of the project consists of testing a software prototype that allows for the valorization of Trentino's cultural heritage related to the paths along the forts built during World War I through 3D rendering techniques and open data. The prototype, implemented as an "app" for mobile devices and accessible via internet, will identify sites of interest close to the user and access content available, including data on the fortifications and field structures as well as surrounding place names and cultural events related to tourist/enthusiast use of routes in areas affected by World War I. The project is integrated in the activities undertaken to celebrate the centenary of World War I in Trentino.

Explore Trentino 

Pilot Project – Towards the Nordic World Ski Championships Fiemme 2013 

 

Create a platform for a specific case, capable of providing a system of personalized services instantly through a social network that integrates conceptually different sources of data on a mobile platform. The project is part of the initiatives being implemented for the Nordic World Ski Championships Fiemme 2013, in the Fiemme Valley.

Building an offer of interactive services designed to facilitate a "technological word of mouth" that first assists in planning the visit, supports the tourist during the visit and maintains contact and subsequent personalized communication. Use the tourist experience of the Nordic World Ski Championships as a pilot to then expand to other areas, even other events beyond provincial and national limits. Integration of the platform on social networks, that already exist, as a single point of access to share the tourist experience.

Social-Health Care case history

Collaboration and cooperation in social and health services 

 

The Social-Health Care case history («Cartella Socio-Sanitaria«) project was created as a tool allowing for the synergic management of a patient's health care and social welfare. It provides an integrative environment in which all the actors involved, in different domains, can work together in an integrated information network that allows them to partially share their views on the user and build a complete social-health profile.

NeuroCloud 

Support platform of the data analysis process from clinical research 

 

The project stems from the need to promote and experiment with a distributive architecture for the management and analysis of clinical data, surpassing the practice in which the data is processed in the same place that it is acquired. A collaborative channel between clinical practice and scientific research will be established through a technological platform which will allow for the exchange of knowledge and data between the hospital's clinical departments and university research centers. Scientific studies at the University of Trento's centers can therefore be extended to the clinical field, drawing on data collected directly in the Health Care Company's clinical facilities.
